The Department of National Defence (DND) is moving forward with the modernization of equipment at the General Jean-Victor Allard building, the central heating plant and about 20聽other smaller buildings at the Saint-Jean Garrison in Quebec.

This energy performance contract (EPC), valued at $29.5聽million, includes upgrading the Garrison鈥檚 lighting system; optimizing heating, ventilation and air conditioning controls; improving air circulation and ventilation; reducing hot water consumption; and improving building envelope performance.

鈥淭his work will allow us to reduce the Garrison鈥檚 energy costs by聽27%, representing savings of $870,000 per year. In addition to being financially profitable, this investment will allow us to significantly reduce greenhouse gas (GHG) emissions, thereby contributing to DND鈥檚 goal of achieving zero net emissions by 2050,鈥 points out Larbi Khiari, 糖心视频 Coordinator, Construction Services.

The 糖心视频 team is working closely with colleagues in DND鈥檚 Real Property Operations Group and the Director of Portfolio Innovation, Infrastructure and Environment Group.

Work is scheduled to start in聽2026 and be completed in 2028. During this period, the Garrison will remain fully functional and operational.

鈥淔or us, this is a unifying project that will improve the Garrison鈥檚 energy efficiency and overall performance. This will reduce the garrison鈥檚 current GHG emissions by almost the equivalent of 5,500聽tonnes of carbon dioxide per year,鈥 concludes Larbi.
